Riding with an accompanied departure
No licence needed. Before entering the water there is a full briefing: how to accelerate, how to slow down and how to get back on the jet ski if you fall off. You ride the equipment with support throughout the route, inside a defined area.

Riding alone, on your own
Here you do need a Brazilian boating licence for small craft, required under the Brazilian Navy rules (NORMAM-03). This applies to anyone taking out their own or a rented jet ski without support, navigating on their own in any stretch of water.
The difference between the two cases comes down to the support. With it, the instructor takes on responsibility for safe operation and you ride under supervision. Without it, both the responsibility and the legal requirement are yours.
Minimum age
18 to ride, even with an accompanied departure. A minor can go as a passenger, with a correctly sized life jacket, as long as an adult is riding.

Why an accompanied departure is different from riding alone
It is not just paperwork. A first-timer does not know how to judge braking distance, does not know how to react to a wave hitting side-on, and does not know how to get back on the equipment alone after falling off. The support covers exactly those three things: the instructor keeps pace with you, signals ahead of obstacles and stays close if something goes off plan.
That is why the law treats the two cases differently. Riding alone assumes you already know how to handle those situations without support, and that is what the boating licence course teaches and tests.
Is the course worth it
Only if you intend to ride unaccompanied regularly, whether on your own jet ski or one rented from an operator that does not offer a guided departure. For anyone wanting to try it a few times a year, an accompanied departure does the job without the cost or the time of the course, and with the same feeling of riding it yourself.

Arrive 15 minutes early for the briefing. After that, a mandatory life jacket and a departure onto the water, with support for the booked duration. The clock starts when you enter the water, not during the briefing.
